Pnrr, Europe says its first “yes” to the Italian requests

The European Commission has approved the positive preliminary assessment of the Italian request for payment of 21 billion euros, of which 10 billions of subsidies and 11 billion of loans, in the framework of the device for the recovery and the resilience (RRF), the key tool of the NextGenerationEU program.

On 30 December 2021, Italy submitted to the Commission a payment request based on the 51 targets and targets selected in the implementing decision of the Council for the first instalment. Objectives and targets covering reforms in the areas of public administration, public procurement, justice, the public expenditure review framework, tertiary education, active labour market policies and the framework law to strengthen the autonomy of persons with disabilities. They also concern investments in the field of business digitisation ("Transition 4.0"), energy efficiency and renovation of residential buildings.

The Italian authorities have accompanied the request with detailed and comprehensive information demonstrating that the 51 targets and objectives have been satisfactorily achieved.

The Commission has assessed Italy’s results to date as positive and forwarded the file to the Economic and Financial Committee for its opinion.

Once the opinion of the Economic and Financial Committee will be obtained, the European Commission will adopt the final decision on the disbursement of the financial contribution, following which the payment of the 21 billion euros will be made to Italy.
